STRENGTHEN HYDROMET SERVICES AND MANAGEMENT FLOODS / DROUGHT IN CENTRAL AFRICA


The mission has the following objectives :
i) Rédiger un rapport de synthèse régional sur l’état des services hydrométéorologiques et climatiques et systèmes d’alerte précoce (SAP) en Central Africa
(ii) Develop a guidance note for improving early warning systems in Central Africa
Develop a policy brief for the improvement of early warning systems in Central Africa
• Support the World Bank in organizing the 2nd HYDROMET Forum in Central Africa
Each objective is to be developed as follows

i) For the draft regional synthesis report on the state of hydrometeorological and climatic conditions
Support the World Bank in the review of technical reports related to the baseline study reports on the state of hydrometeorology and EWS in Cameroon, Chad
Republic of Congo, Gabon, Central African Republic (CAR), Democratic Republic of Congo (DRC) and Sao Tome and Principe conducted in 2015 ;
To complete the above technical report conducting baseline studies on the status of
Hydrometeorological and EWS services in five Central African countries (Angola, Burundi, Equatorial Guinea, Rwanda) ;
Prepare a regional synthesis report on the status of hydrometeorology and climate

(II) FOR THE DEVELOPMENT OF A GUIDANCE NOTE FOR IMPROVING EARLY WARNING SYSTEMS IN CENTRAL AFRICA:
Support the World Bank in providing advice and illustrating best practices and expertise on EWS for Central Africa
Organize and facilitate a regional workshop for consultation with technical stakeholders (inclu-ding basin commissions) ;

FOR THE DEVELOPMENT OF A DRAFT REGIONAL FRAMEWORK FOR HYDROMETEOROLOGICAL SERVICES
Improvement with an action plan :
To organize a technical meeting (10 participants) in Brazzaville (Congo) to discuss draft regional framework and action plan for hydrometeorological and climate services Improvement plan ;
Develop a first draft of the regional hydrometeorological services framework and action plan
Organize a stakeholder workshop (30 participants) in Yaoundé (Cameroon) to discuss, enrich and approve the regional hydrometeorological and climate services framework and action plan (this workshop can be done together with (ii))
Prepare and submit the final version of the regional hydrometeorological and climate services framework and action plan

Prepare and submit the final version of the regional hydrometeorological and climate services framework and action plan
To provide an orientation report for the organization of the Forum - speakers, session topics, good practices to be shared


An inception report to demonstrate a shared understanding with the World Bank, including the consultant's conceptualization of the assignment, a detailed work plan for the assignment, a preliminary review of relevant documents, and brief initial systematic consultations with key stakeholders prior to proceeding with the assignment ;
Baseline reports on the status of hydrometeorological and climate services for four countries ;
Regional synthesis report on the status of hydrometeorological and climate services in Central Africa
Proceedings of the regional consultations
A draft regional framework and action plan for the improvement of hydrometeorological and climate services
An orientation report on the Hydromet 2.0 Forum in Central Africa
