Following the earthquake of January 12, 2010, the Government of Haiti (GOH) requested support fromFrench Agency for Development in order to carry out urban infrastructure works and to assist in the reconstruction of the metropolitan area. This support was to be part of the reconstruction strategy, as defined by the Government and the representatives of the international community, namely: to get the affected populations out of the camps in which they had taken refuge, creating the conditions for their safe return to their original neighborhoods.
The Martissant Park sector, known as a "concerted development zone" (ZAC), was identified by CIAT as one of seven potential trigger projects. The neighborhood of Baillergeau has been selected as a second area of intervention for the execution of urban infrastructure, smaller in scale but with similar characteristics to some areas of the ZAC of Martissant.
