The Ministry of Environment, Climate Change and Technology of the Republic of Maldives CONCEPT, with other partners, was entrusted with the revision of the national Waste Management Policy and the preparation of a new national Waste Management Strategy, as part of the Maldives Clean Environment Project, financed through grant aid from the World Bank’s International Development Association.

Waste management is now recognized in the Republic of Maldives as the most pressing environmental issue, owing to population growth, economic expansion and diversification, increase in number of tourists, changes in lifestyle and consumption patterns of locals, and complex logistics associated with providing efficient waste management solutions for sparsely populated remote islands.

The integrated national waste and resource management strategy, currently under preparation by CONCEPT and its partners, makes recommendations for an associated implementation plan (short, medium and long-term) for waste and resource management in Maldives taking into account stakeholder feedback, goals and targets, outcomes and performance targets and cost-effectiveness.

CONCEPT CONCEPT and its partners incorporate in this new National Waste Management Strategy international principles, Circular Economy models and UN Goals. The strategic documents shall protect Maldives’ distinctive nature from marine and plastic pollution and shall sensitize local communities to move from a “throw-away” to a “zero-waste society”. The priority waste streams reviewed and assessed by CONCEPT and its partners are not only municipal waste but also highly relevant types in the Maldives such as tourism waste, waste falling under the EPR scheme (e.g. e-waste), plastics and hazardous / healthcare waste.

Deliverables of the assignment include: presentation of current waste management condition (infrastructure, planning and practices), estimation of future waste generation, policy recommendations to strengthen integrated waste management, suggestion of actions for private sector involvement and creation of new jobs, recommendation of roadmap to incorporate EPR and PPP to the policy including implementation planning.
